Top 5 lists require little explanation, but these can be any "bad guy" from Goombas to Makarov.
5) Cross Ward
An ambitious Knight-Captain of the Noire Mouton brigade of the Radiata Knights, Cross accelerated the apocolyptic race war between Humans and Fairy creatures (elves, dwarves, etc). Engaged to the love interest of main protagonist, Jack Russell, Cross Ward will not only chap-your-ass from the moment you meet him, he's one of the few characters in the game's extensive population that will never fight in your party.
4) Ganondorf Dragmire
I'm sure this man needs no introduction on this forum, but from Desert dwelling garudo thief to 2-ton pig monster, Ganon(dorf) is in it for the power. Whether he uses that power to plunge the world into darkness or raise Hyrule from the ocean floor is anyone's guess.
3) Arcturus Mengsk
"I will rule this sector, or see it burnt to ashes around me." Rising from the ashes of the nuclear-holocostic Planet Korhal, Mengsk goes from small time terrorist to Emperor of the Terran Race with a very human blend of opportunism, ironfisted cruelty, and propoganda. Unlike Kerrigan, StarCraft's other cult-of-personality villian, Mengsk CHOSE his path willingly, and walked it without aid of psionic powers or the infamous zergling rush.
2) Kefka Polazzo
Hailing from Final Fantasy 3 (or 6) Kefka is purely evil. No shade of grey, no remorse, and no true plan for the world other than to make it a "monument to non-existance." His Chris Crocker-like femininity and emotional instability only added to the commanding presence of this 16bit sociopath. On a list of most evil villians, he'd be #1 easily! His trade mark laugh was oddly bone-chilling on the SNES.

The foil to the most iconic game character since the Monopoly guy, Bowser and Mario's rivalry is older than I am. So great is the mutual respect between them, Bowser is not above aiding Mario or joining him in friendly sports or races. Commanding perpetual war against the Mushroom Kingdom, he uses his firey breath and imposing shell to make everyday of Peach's life an adventure in sexual-harassment. He may never get the girl, but he get's #1 on my list.
